The Wyden Health Care Bill

Oregon Senator Ron Wyden has rolled out a very intriguing health care proposal that has already drawn support from both the SEIU and Safeway. The meat of the proposal from what I can tell is this:
  • All Americans buy their own health insurance. Employer-based health insurance becomes something of the past.

  • Employers that previously contributed to health insurance premiums would have to convert their savings into a wage hike. The tax code would be adjusted accordingly.

  • The federal government would provide subsidies to low-income Americans to make health insurance plans more affordable.

  • The federal government would mandate a minimum-quality health care plan, based on federal health insurance.

  • Insurance companies would be prohibited from denying coverage to people.

  • Health insurance rates could only be varied based on geography, family size, and smoking status. In other words, pre-existing conditions could not be a basis for either higher rates or rejection by the insurance company.
An independent top-notch health care consulting firm predicted net cost savings despite this being a move to truly universal health insurance. The insurance, although mandated, would be through private firms, which would still compete.

This isn't my dream plan, but it is pretty decent. It's also getting support from both business and labor -- a good sign that this may be a real common ground.

What would the penelties be for not buying coverage?  How would it be enforced?  Would cops ask to see insurance cards?

Sounds like it is enforced through tax code (4.00 / 1)
And the fines are probably fairly steep.

Individual mandates may be less-than-ideal, especially depending on how they are structured, but the truth is that a lot of benefits require that individuals be effectively corralled into the system -- whether you do it by providing government health insurance funded through mandatory taxes or through penalties for people who do not purchase policies.

Without universal coverage, all of the problems of cost-shifting, cherry-picking, etc., start to apply again.

The trick isn't to avoid the individual mandate. The trick is to find the health care system that provides affordable quality health insurance. At that point, the mandate becomes a bit ephemeral -- since people would want the coverage regardless.

everyone would be FORCED to buy some sort of minimum plan?  That's interesting.  But I can't see why people should be forced to buy anything!  I'm movin' to Canada.

Yo Matt -- thanks for this post.  I agree... it's hard to know yet if this is my dream plan.  But it's better than the status quo, and well, I'm not smart enough to write my own universal health plan.

I'm sure there will be some things that I won't like in the final proposal but I think moving away from the grossly unfair employer sponsored system makes a great deal of sense. In the words of Ross Perot "I'm all ears."
