1. a bill to amend the Growth Policy statutes requiring county growth policies to include a strategy for dealing with new development in flood susceptible and wildland-urban interface areas;
2. authorize cities/counties to designate "quality growth areas" as part of it's growth policy wherein they could be granted priority for state grants and loans;
3. encourage managed growth in the high growth counties by establishing jurisdictions/areas of defined quality growth, providing market & development incentives;
4. give greater rights to surface owners involved in negotiations for oil and gas development on their property;
5. establish the interconnectivity between ground water and surface water, and require "augmentation" when ground water development impacts surface water; and
6. require the State to fund an EIS (about $250,000) for the Gallatin River from Yellowstone Park to where it enters the Gallatin Valley for the purpose of proceeding with a petition to classify that stretch of river as an "Outstanding Resource Water" (ORW). The bill didn't pass but the money was appropriated to DEQ through another avenue and the EIS has now been completed.
While not all of these bills passed, he took an active role and sponsored them, didn't just vote for them but sponsored them.
In my opinion he is the only Democratic A.G. candidate who can beat the Republican nominee in November. He proved it by beating incumbent Jack Wells in Bozeman in a conservative district.
If 3 of the 5 members of the Land Board are held by Republicans, we can kiss the environment goodbye. And if 2 Republicans are elected, they'll give us plenty of grief.
I think Parker and Bullock are fine individuals but I think they need more "seasoning" which only time can provide.
Any candidate (not to mention House Democratic Leader) that's ready to go to fists with Roger Koopman has my progressive vote. We need a fighter without liabilities for the general.
