The Economic Case for Action Soon

Paul Krugman gets shrill about the economy in the near run, noting that jobs reports are showing very, very quick rises in unemployment.

The second problem he notes is that infrastructure spending will take time to phase up as a lot of infrastructure we could put money into isn't really ready to move yet. Infrastructure -- highways, bridges, rail lines, power lines, etc. -- takes some thought to do properly.

Atrios says that means all the more reason to quickly up aid to state and local governments, plus transit agencies.

Cutting those checks can do a lot to keep public sector layoffs from adding to private sector layoffs. Plus states may be able to start more infrastructure projects with an influx of money.

Second -- now would be a smart time, as councilman Jason Wiener already noted in Missoula, for municipalities and states to start budgeting and preparing infrastructure projects that could be funded and revved up quickly to infuse some money into the economy.

There's a free screening tomorrow night in Missoula of I.O.U.S.A. -- 7pm at the Wilma -- which I've heard is a very eye-opening look at the fiscal situation our country faces. There are some decent arguments to be made about our country's fiscal realities. But right now is no time to be penny wise and pound foolish.

Speaking of infrastructure in the local community (0.00 / 0)
Doesn't anybody else see the Russell/3rd project as a looming albatross as ready as the signature on the EIS to hit the ground running flush with infrastructure stimulus funds?

This one is about to get away from us much as the Barbara Evans Congestway (Reserve St.) did.

I deleted my earlier comment by navigating away from the website.

Suffice to say these investments are critical and need to be focused on infrastructure that creates green jobs, not increased automobile traffic.

Transmission lines in central Montana? Check! New highways, not so much. Intercity high-speed rail and light rail networks? Check! Bigger bridges...not until we maintain the ones we already have.

Remember that the gas price spike helped pop the housing bubble. If we double down on more roads, we chain the transportation of goods and people to cars and trucks. Now is the time to invest in alternatives that boost American competitiveness by uncoupling our economic productivity from foreign oil.

And when talking about bridges and roads, some of that is simply maintenance work.

As Atrios points out, smartly, infrastructure could be as easy as sidewalks and potholes. If cities and school districts got an infusion of money from the feds, I'm sure they could find lots of deferred maintenance to catch up on.

Infrastructure includes lots of things besides roads. And we are working to make that clear in the stimulus and the upcoming reauthorization of the transportation bill. Check out the Transportation for America campaign to see the good work being done on this.

Russell Street is almost sure to not be ready on the stimulus timeline; there are too many issues to be worked through in the draft EIS. However, Fort Missoula Regional Park and a downtown streets projects could be.

And if the federal government (0.00 / 0)
were to begin waving million dollar checks in the face of the Missoula City Council to escalate the project, would that not urge them to start fast-tracking it? How sure are you that the Council and state are above sweeping some controversy under the carpet to escalate the funding of the project?

Money makes the world go-round. Particularly when a lack of it makes it come to a stand-still. I guess we'll see how pure and devoted our local and state government is to process, and not to economic and political pressure to escalate projects like this.

Didn't work on Reserve Street. What makes you think this time around will be any different? What if they modify or suspend regulations over road construction EIS's in order to escalate projects like this? Don't underestimate the political power of Works/Projects-style stimulus packages once they get rolling.

I'll bet any takers that the work schedule on the 3rd and Russell project gets accelerated before this economic crisis gets turned around.
