Rep. John Sinrud: Montana Needs to be More Like Washington, D.C.

Rep. John Sinrud, the man whose family is known for bad analogies, said we need to have multiple budget bills for probably the worst reason I can think of:
House Appropriations Chairman John Sinrud, R-Bozeman, said splitting the budget into six or seven independent bills makes Montana more like the federal government.

"Just like in Washington DC," Sinrud said, "we will have the same clarity."

How many readers (including Congressional staffers) do I have who feel like they really understand the federal budgeting process?

This doesn't improve clarity, it means Montanans will have to dig through six bills to figure out what is going on rather than one.

But the biggest mistake here, I think, is the changing of the plan mid-session, with little input, when we've got a deadline. The session should adjourn after 90 work days. The GOP just threw a massive wrench into the gears.

A few of us crazy bloggers have said from day one that these folks would prove incapable of governance. Boy am I sorry I prejudged this sorry spectacle.

Update -- The Lee story on this mess includes this choice paragraph:

House Republicans, who hold a tenuous 50-49 majority, said there's nothing mysterious about their new plan, which will convert the proposed state budget from its usual single, comprehensive bill into six or seven separate bills.
It sounds like the number of bills is a mystery, doesn't it?

I'm wondering when the House GOP will actually figure out what it's game plan is.

That is exactly what we need here in Montana, the same clarity they have in DC. I don't think that these guys are going to learn. Do they even think before opening their mouths?

Now let's not get our tiddy-whitties in a bunch kids...not yet anyway. Big Bri is having a bit of a temper tantrum, little boys do that from time to time you know, it'll be ok! Let the budget go under the magnifying glass and stand on it's own merit, kind of like using the line item veto. The good stuff will get funded and the excess taxation on we poor Montana taxpayers will be shelved. In the mean time Big Bri' needs to understand that he can't always have his own way and he needs to get along with folk who don't see life through the same glasses he does. In the end we'll end up with a balanced budget which is already mandated by law and everyone can pick up their toys and go home from Helena and back to their districts and tell the constituents how hard they worked and what good little boys and girls they were!It's called politics, everyone should have their say and not everyone should get their way.

But that's neither here nor there. My point here is that separating the budget out, especially in a poorly planned fashion, is unlikely to actually increase clarity. It's likely to muddle the process, if anything, simply because it is a new and unplanned experience for the legislators, journalists, and citizens involved.

If nothing else, the secrecy with which this idea was hatched should be a red flag that it is probably not a great way to achieve transparency.

... that putting together a budget in about a week is preferable to working on one that has been worked on for a year? Honestly, do you think that the Republican's are taking it under the magnifying glass? And what has the Honorable Governor Brian Schweitzer said that would leave to say he's having a temper tantrum.

I don't need to go to great lengths to show the number of people in Montana who are perfectly happy (almost hysterically) if absolutely nothing gets done in the 90 day legislature.  That's seen as progress, because CONgress is the opposite , har har har.

For all that I enjoy calling Sinrud an idiot, he really isn't.  He's much more insidious than that.  It's rather obvious, really.  Gum up the works, blame it on the Governor, and win the big house back.

And Matt, I'm certain you know this better than I do; these folks may be completely incapable of governance, but they're really, REALLY good at sorry spectacle.

Once again the Republicans continue to move farther and farther from their traditional "values."  Let's make this the biggest bureaucratic mess that we can.  Sweet.  I think I got hit in the head or something.  I am I dreaming?
