Essentially, it spurs plan members to use the "cheapest" and "most efficient" prescription drug available, and requires those that choose a more expensive drug to pay extra. And for drugs without "significant clinical value" - like Viagra - members will have to pay full price. A harbinger of cost-cutting measures for healthcare across the country?
